Now we see Agent J in full suit :) i.e. a Man In Black! Men in Black (MIB), in American popular culture and in UFO conspiracy theories, are men dressed in black suits who claim to be government agents who harass or threaten UFO witnesses to keep them quiet about what they have seen.
"Men in Black (1997)", starring Tommy Lee Jones and Will Smith as Agent K and Agent J, was based on Lowell Cunningham's comic book about a secret organization that monitors and suppresses alien activity on Earth – The Men in Black from Aircel Comics. The film was followed by "Men in Black: The Series" and its 2002 sequel "Men in Black II". "Men in Black 3" was released on May 25, 2012.
I had shown what Dragon Models 1/6th scale Will Smith as Agent J wears under the jacket in my earlier toy blog post HERE and am now showing how he looks in full suit, with neuralyzer in hand. The neuralyzer wipes the memory of a target or witness, putting them under a hypnotic state, making them susceptible to suggestion and implantation of false memories.

MiB agents wear suits as their primary uniform. All their clothes including the jacket, pants, and leather shoes are all black, hence the name Men in Black.
These suits are worn so that when they "neuralyze" a victim, they won't leave any lasting impression or image. These suits were described as "the last suit [an MiB agent] will ever wear", and in the films and television series, these suits are always worn and the agents are all seen wearing them at all times.

And let's not forget the shades / sunglasses. In order for the agents to not be affected by the flash, they wear Ray-Ban sunglasses that reflect the rays.
After being neuralyzed, the agents have about 30 seconds to supply new memories to replace the ones they've just erased. If there are more witnesses to neuralyze, or of they are pressed for time, a special team is sent in to supply memories.
Zed: You'll dress only in attire specially sanctioned by MiB special services. You'll conform to the identity we give you, eat where we tell you, live where we tell you. From now on you'll have no identifying marks of any kind. You'll not stand out in any way. Your entire image is crafted to leave no lasting memory with anyone you encounter. You're a rumor, recognizable only as deja vu and dismissed just as quickly. You don't exist; you were never even born. Anonymity is your name. Silence your native tongue. You're no longer part of the System. You're above the System. Over it. Beyond it. We're "them." We're "they." We are the Men in Black.
Kay: All right, Beatrice, there was no alien. The flash of light you saw in the sky was not a UFO. Swamp gas from a weather balloon was trapped in a thermal pocket and reflected the light from Venus.
Jay: Wait a minute. You just flash that thing, it erases her memory, and you just make up a new one?
Kay: A standard issue neuralyzer.
