Norman Stansfield: EVERYONE!
The cops have their backs pushed to the wall. They cannot handle one lone hitman (Léon) hiding in his own apartment. They call in the entire S.W.A.T. team. To reiterate, SWAT (Special Weapons And Tactics) teams are elite tactical units formed in various law enforcement agencies. They are trained to perform high-risk operations that fall outside of the abilities of regular officers. SWAT team members' duties include: performing hostage rescues and counter-terrorism operations; serving high risk arrest and search warrants; subduing barricaded suspects; and engaging heavily-armed criminals.

Close-up of Hot Toys Lt Jim Gordon figure - exceptional head sculpt! The resemblance to the actor Gary Oldman who played Gotham City Police Department Police Commissioner Jim Gordon in the Christopher Nolan Batman films is pretty spot on
